License commission takes no action after shots-fired incident reported outside McCarthy's Bar

The City of Springfield License Commission reviewed an incident report Oct. 8 describing shots fired on Aug. 24 at about 1:41 a.m. outside McCarthy's Bar and Tavern on Cottage Street. After discussion, the commission voted to take no action against the licensee.
Officer Anderson summarized the incident to commissioners, saying the bar's security attempted to frisk an individual who refused, that the individual was denied entry, and that an altercation outside involved another vehicle. Officer Anderson said a driver discharged a firearm once into another, apparently unoccupied, vehicle as events unfolded. "I talked to the detective... there wasn't any footage that captured anything," Officer Anderson told commissioners when asked about video evidence.
Commissioners asked whether cameras covered the parking area and were told the establishment has cameras but the detective reported no useful footage of the incident. Commissioners discussed the steps security took, including asking a patron to call 911, and whether the licensee could have done more to prevent the event. Several commissioners concluded the establishment's staff and security had acted appropriately based on the accounts and available evidence and moved to take no further action.
A motion to take no action passed by roll-call vote with all present commissioners voting yes. The licensing office will retain the incident report in its administrative file.
