Council approves temporary hire of retired plans examiner under CalPERS rules

The City Council on Oct. 21 approved a resolution authorizing the temporary hiring of a CalPERS retired annuitant, Donald Wright, to provide plans-examiner services in the Community Development Department while a regular plans examiner is on leave.
Why it mattered: Under new CalPERS guidance, the city must present such hires to the council for authorization. Director Timmy Tuway told the council the appointment complies with government code and CalPERS limits: the retiree will work under the 960-hour limit, will receive no bonus or new benefit accruals, and his employment will end upon the regular employee’s return, roughly mid-November to early February.
Tuway said Mr. Wright brings institutional knowledge and counter experience that will reduce training time and costs compared with hiring an outside consultant. Councilmember Francis moved approval; Councilmember Marx seconded. The motion passed unanimously.
