Boone County’s finance committee on Oct. 9 approved Resolution 25-35 to authorize convenience fees and surcharges for credit-card payments, a change county attorneys said will create uniformity across departments.
Mister Riley moved the resolution; Mister Thornberry seconded. County legal staff told the committee statutes allow counties to charge convenience fees when residents use credit cards, and the resolution creates a countywide policy so departments apply the same approach. The county attorney’s office provided a letter in the meeting packet explaining the authority for the change.
One committee member asked whether the resolution specified a rate cap. Staff replied the cap is included in statute and the resolution was drafted to “mimic whatever the statute” requires so the county will not have to update the resolution if the state changes the statutory cap. Another member asked whether debit cards were covered; staff responded the language is specific to credit cards and that staff would confirm how debit-card transactions appear in the county’s payment system and report back to the county board.
