The committee voted to award the truck purchase after county staff reported the successful bid came in “just under $150,000.” Committee members noted the purchase is unusual because most grants do not fund equipment acquisitions; staff said the purchase would be funded with a Federal Highway Administration safety grant (an 80/20 grant) and that county matching funds were budgeted. The grant-funded portion was presented as $150,000 with a county match of $37,050; the contractor is JTECH. The motion to award was made and seconded and carried by voice vote.
Justin (highway staff, on the line) described the vehicle as an 18-foot flatbed F-650 configured with a rear impact attenuator for safety work and painting operations: “It’s a…18 foot flatbed F 650, truck that, has a big, impact attenuator on the back for safety improvements. We plan on using this truck, for our painting operations.” Justin said the vehicle will also be useful for hauling supplies and tree-removal operations and that the county had not previously had this class of truck.
On the radar signs, the committee approved purchase of 15 solar-powered radar feedback signs from Radar Sign, at a total purchase price of $59,350: $42,000 in grant funds and $10,500 in county matching funds were budgeted. The signs include radar sensing, display of vehicle speed, flashing warnings when drivers exceed posted limits, on-board data logging for up to a year, and Wi‑Fi data retrieval. Mr. Crum explained the data-logging capability could help engineering and law enforcement identify patterns (for example, recurring high-speed events) to inform enforcement or countermeasures. He confirmed the signs do not record photos or license-plate identifiers.
Both purchases were described as tied to federal safety grants and were recommended for award by county staff. Each motion passed by voice vote; no roll-call tallies were recorded in the meeting transcript.
