The Los Banos City Council on Oct. 15 awarded the Basin and Stormwater Capture Project construction contract to Archer Civil Construction LLC for $2,199,376.75 and authorized the interim city manager to execute the agreement and issue the notice of award.
Public Works staff described the project as three recharge basins on city property near Henry Miller Avenue and Santa Fe Grade. Key features include a 24‑inch turnout from the San Luis Canal, two concrete inner basin structures for flow balancing, and a 60‑inch outlet standpipe with a 30‑inch flow meter for discharge measurement. Staff said the basins will increase stormwater capture, reduce downstream impacts and provide flexibility for supplemental supply storage and long‑term groundwater recharge.
The total project estimate is about $2.75 million; the budget includes a 15% contingency and construction support and testing. Staff said $1.0 million of the project is reimbursable through a Proposition 68 grant administered in partnership with the Grasslands Water District and Del Puerto Water District; the council approved a budget amendment to recognize an additional $525,000 of grant revenue to reflect the full award. Construction is anticipated to begin this fall, with completion expected in April 2026. A separate Phase 2 that includes pump installation will be designed and bid in 2026.
The contract award followed a competitive bidding process; staff said 15 firms submitted bids. The motion to award the contract carried on a majority vote of the council.
