The Zoning Committee reported on Sept. 9 that staff and committee members are working on a rental-registration program and updated inspection forms, and that changes to the municipal code will be needed to set fees and deadlines for registration.

Details from the committee report and council discussion - Rental registration: Rob Mcconowitz reported he is updating rental-inspection forms and exploring software integration (Iwerks) to track registrations and compliance; staff said fees and registration deadlines will require an ordinance amendment.
- Short-term rentals/Airbnb: Committee members discussed an enforcement action and a cease-and-desist letter sent to an Airbnb at 505 Woodland Drive. Committee members and staff reiterated that short-term occupancy under 30 days is considered hotel/motel activity and is prohibited in residential zones under existing code; committee noted a previous council decision to prohibit Airbnbs in residential neighborhoods and that no final decision would be made at this meeting while staff continues review.
- Shipping containers and little libraries: Committee raised whether shipping containers may be placed on business properties in a C-3 zone; staff referenced the Rossford Municipal Code limit of 30 days for placement in some contexts. The committee also discussed a “little library” placed in the right-of-way and agreed staff would contact the owner about options.
