City awards animal-control building renovation contract to Vasquez Construction

The Rio Grande City Commission voted to award the animal-control building renovation contract to Vasquez Construction after a public bid opening produced three responses.
City staff recommended Vasquez Construction as the lowest responsive bidder. The bid tabulation in the meeting packet showed Vasquez’s bid at $194,105; the two other bidders returned bids of approximately $701,000 and $1.2 million, respectively. Staff and council members noted the substantial difference between the bids and described Vasquez’s prior local work as a factor in the recommendation.
The project scope in the packet included renovation of the animal-control facility, kennels and associated site work and utilities. Staff said the contract would be executed promptly so the preconstruction process can begin and construction could start in mid-November or early December depending on contract timing and mobilization.
Commissioners voted to award the contract and authorized city staff to execute the documents. No financing changes or funding sources beyond the approved capital budget were specified during the meeting. Staff said a preconstruction meeting will be scheduled once the contract is signed.
Votes and procedure: the motion to accept Vasquez Construction as the low bidder was seconded and carried unanimously.
