The Village of Manhattan Board of Trustees approved the following measures during its Oct. 21 meeting. All votes below are recorded in the meeting transcript and confirmed by roll call.
• Annexation, rezoning and preliminary plat — Butternut Ridge South: Trustees approved an ordinance authorizing execution of an annexation agreement with Skyline Real Estate Development LLC (Butternut Ridge South), a rezoning ordinance for the same property, and a resolution approving the preliminary plat for the 41‑lot subdivision covering about 20 acres (PIN listed in the meeting record as 14‑12‑16‑400‑009‑0000). Motions carried by roll-call votes.
• Ordinance amending water and sewer rates: The board approved a multi‑year rate increase phased over four years to fund major capital work, including a wastewater plant and well projects. Staff described the wastewater plant cost at about $42 million and the well project at about $9 million. Motion carried.
• Resolution authorizing agreement with SAQ Consulting: Trustees approved a consulting agreement with SAQ Consulting (principal Steve Quigley) for legislative monitoring and related consulting services, at $3,000 per month, to help the village track legislation and pursue grants related to solar, data centers, battery storage and infrastructure. Motion carried.
• Ordinance banning retail sale of kratom: Trustees adopted a ban on retail sales of kratom in the village. The police chief said four to five businesses were selling kratom locally; the chief indicated an effective date of Jan. 1 and staff said they would provide a short compliance notice to retailers. Motion carried.
• Resolution to upgrade fuel‑farm system and equipment: The board approved repairs and upgrades at the village fuel farm (shared by public works, police and fire) at a bid of $36,975; the Manhattan Fire Department indicated it may pay about $8,600 of the cost for its share of usage. Motion carried.
• Resolution approving repairs to village‑owned property at 245 and 255 South State Street: Trustees approved a $24,900 contract with Unlimited Masonry to repair a leaking second‑story window, replace damaged wood, tuckpoint and clean brick on the building occupied by the historical society and chamber. Motion carried.
• Consent agenda: The board approved minutes from Oct. 7, 2025 (regular and executive session not for release), a 10/21/2025 billings list, and a resolution authorizing use of Route 52 (Manhattan Road) for the Parade of Lights on Dec. 6, 2025. Motions carried.
The board also recessed to executive session and reconvened with no further public action recorded. For each item above, staff and trustees said they will continue standard follow‑up tasks such as publishing ordinances, notifying affected parties and pursuing related permits or grant funding.
