Commission asks State Board to begin rulemaking to include kindergarten in student–teacher ratio calculation

The Commission on School Accreditation voted Oct. 14 to request that the State Board of Education begin the Administrative Procedures Act process to revise Process Standard 28.6 of the Mississippi Public School Accountability Standards 2025 so the student–teacher ratio calculation explicitly references Process Standard 28.1 and includes kindergarten.
"The only change that we are asking for is in 28.6 to reference back to 28.1, so that it does include the kindergarten in that calculation," Dr. Joanna Malone said, describing the technical edit the Office of Technical and School Support Services made while integrating new rules into the MSIS system.
Commissioners were briefed that the change is primarily a cross-reference to ensure kindergarten enrollment is counted in ratio calculations. No additional substantive changes to staffing policy were proposed at the meeting.
The commission formally moved to request the State Board begin the APA process on the revision; the motion was made by Miss Gilfill and seconded by Sarah Meyer. The commission voted in favor and the motion carried.
If adopted through the APA process, the revision would be effective beginning with the 2025–26 school year, as noted in the request presented to the commission.
