Town Manager Chuck Stevens explained the resolution defers late‑payment penalties and establishes a new payment deadline but does not reduce billed amounts; the town’s analysis indicated the fiscal impact would be minimal because late‑fee revenue (about $31,700 per quarter historically) is a small portion of total utility fund revenue. Stevens and council members noted the town used a similar measure during the February 2019 federal shutdown.
Council discussion focused on scope and verification. Council members asked whether relief would be blanket or limited to those directly impacted; Stevens said the resolution’s operative language provides staff discretion to define operational verification procedures and that the intent is to assist those affected by the shutdown, including indirect impacts (contractors, vendors) as appropriate. Several council members urged staff to design an administrable approach for verification and to report back.
The council voted 5–0 to adopt the resolution.
