Staff said the site's general-plan land use is "estate," which allows RA‑½ lots, and recommended the change with findings and conditions included in the staff report. The applicant indicated an intent to create a residential subdivision of roughly four lots (applicant said they planned to build four lots, though the zoning technically allows up to six lots based on parcel acreage) and that roadway improvements would include a stub to the west to allow future development.
Commissioners discussed access concerns to Countryway and noted public-works guidance that Countryway was intended as a secondary access, not a primary access point, with the primary access expected from Washington Dam Road. Staff confirmed lot sizes must meet minimum half‑acre lot size requirements and reiterated the requirement to provide a roadway stub for future connectivity.
Commissioner Davis moved to recommend approval of Z‑25‑20 with staff findings and conditions; Commissioner Mitchell seconded. Commissioners Davis, Mitchell and Bullock voted "aye." The recommendation will be forwarded to City Council.
