Board renews paid conditional-use permits, directs staff and attorney on unpaid renewals

The Madison City Board of Zoning Appeals reviewed a group of conditional use permit renewals on Oct. 14, renewing permits for owners who had paid their fees and issuing directions for cases with unclear payment or ownership information.
The presiding officer read a list of permit holders who had paid renewal fees and moved to renew their conditional use permits; the board approved the motion by voice vote. Names read into the record as paid included Mackenzie Jackson, Wanda Copeland, Joseph Guymon, Rebecca Brown and Mulberry LLC (items identified on the renewal list). The board did not list vote tallies for that collective renewal beyond a voice vote of “aye.”
For other renewal cases, the board directed staff or counsel to follow up. Planning staff reported that MicroDome Wireless Networks’ original application at 202 Jefferson (applied in Feb. 2019) shows current ownership records for the parcel under Elsa Investments LLC and that staff could not find building permits indicating upper-floor residential use had begun. The presiding officer moved that staff determine eligibility for renewal and that the permit be renewed if the owner pays the renewal fee by the next regular meeting; the motion passed by voice vote.
In a separate motion, the board agreed to resend a renewal notice to Michael and Pauline Jamieson (11 Clifty Drive) after staff confirmed a different mailing address in GIS and tax records; the board allowed payment with a late fee by the next meeting and tabled action until then. For Chad and Amy Nichols (708 East Main), whose conditional use permit covers a bed-and-breakfast, the board instructed the city attorney to send the usual enforcement/notice letter and said the permit would be renewed if the owners paid the renewal fee by the next meeting.
In old-business renewals the board similarly tabled three items — Garrett Lehigh (312 East Third), Anderson's Land Investments (2920 Clifty Drive) and a renewal for Michael Holchak (short-term rental at 604 Jefferson) — waiting for certified receipts or payment; staff reported second mailings had gone out two weeks earlier and no replies had been received. The board moved to table those permits until the next regular meeting and said payment by that date would restore renewal eligibility.
These actions were administrative renewals and follow-ups; the board did not adopt new conditions for the renewed permits during the meeting.
