The City of Muskogee finance committee authorized the city manager to negotiate and execute an engineering contract with Cowen Group Engineering to design a 12-inch waterline crossing at State Highway 165 and Hancock Street.
City staff said the design contract, estimated at $78,300, will be paid from a package of outside and public funds the city secured for the project: $400,000 from Georgia-Pacific, $300,000 from the Department of Commerce and $88,000 from the Port Industrial Fund for industrial development. Staff said the design will connect a new 12-inch line to existing 12-inch mains and improve water supply reliability in the city’s southeast quadrant, including service continuity for Georgia-Pacific during future work on larger mains.
The committee approved the authorization to execute the engineering contract by roll call. Staff emphasized that the action authorizes design only; bids and a construction contract will be brought to the council at a later date.
Councilors said the project will “loop” the waterline and improve continuous flow for the southeast quadrant. The committee approved the motion unanimously.
