County accepts low bid for courthouse handicap elevator, rejects courthouse HVAC bid; advances bridge projects and groundwater restriction

Oklahoma County commissioners on Oct. 22 accepted a design-build bid for a courthouse handicap elevator and rejected a single proposal for courthouse HVAC work, while also moving forward on two bridge projects and approving a groundwater-use restriction on county right of way.
Central Purchasing recommended awarding project 26285-3 (design-build courthouse handicap elevator) to Thompson General Contracting. The county’s infrastructure committee had recommended accepting the lone bid; the board approved the award by voice vote. The purchasing presentation recorded the bid amount as $84,593.03.
On the related courthouse 94 HVAC project (P26285-02), county staff reported a single bid from Orcutt Mechanical Contractors and recommended rejecting the proposal because of low vendor turnout and the high dollar amount. Commissioners voted to reject that bid and directed staff to reevaluate project scope or identify alternatives.
At the same meeting, staff opened bids for CW26087 (carpet and flooring installation). Multiple bidders were listed and commissioners voted to have the bids tabulated for later action.
Engineering staff briefed the board on two bridge items that are final steps before an ODOT (Oklahoma Department of Transportation) bid letting date. Item 18 is a bridge on Westminster Road in Arcadia (a county section-line road) in District 3; item 19 is a bridge over the Canadian River on Luther Road in District 2. Staff said they anticipate both projects could be built in 2026 after the required utility and right-of-way affidavits are signed.
Engineering also asked the board to approve a land-use restriction on a strip of right of way on Tenth Street west of Sooner Road, adjacent to property owned by Phillips Petroleum. Staff said hydrocarbons were found in groundwater and the county previously agreed to seek a restriction preventing groundwater extraction from that location; commissioners approved the restriction and a related signature document.
All actions on these infrastructure items were approved by voice vote.
