The City of St. Paul Park City Council on Sept. 29 approved the final plat for the 61‑lot Geneva Meadows subdivision, authorized a development agreement that includes financial securities and road‑maintenance contributions from the developer, and approved a joint powers agreement (JPA) with Cottage Grove subject to minor staff revisions.
The approvals followed a presentation from Nate Sparks, planner with WSB, and questions from council members and residents during a public hearing. "What you have before you is a public hearing related to the final plat of the Geneva Meadows subdivision. It is a 61 lot subdivision," Sparks said, explaining the final‑plat step confirms that the developer has met conditions set at the preliminary‑plat stage.
The development agreement requires the developer to post financial guarantees to ensure roads, sewer and water are installed to the city's standards. "They're putting into a letter of credit of over $4,000,000," Sparks said. City Attorney Ron Beatty told the council the agreement and the letter of credit are intended to allow the city to finish necessary public improvements if the developer fails to complete them. "That amount of letter of credit would allow you to remedy anything that didn't happen," Beatty said.
