The Pottawattamie County Board of Supervisors voted to publish the county’s annual financial report for the fiscal year ending June 30, 2025, approved a fund transfer under Resolution 59 20 25 from the industrial park fund to the impact fund to address repayment issues, authorized the board chair to sign a geothermal IRA funding filing connected with the road operations center, approved a promotion in the Information Technology department and adopted a human resources director employment agreement.
The board heard the auditor’s office presentation before approving publication of the annual fiscal report. Becky Linahan, tax and finance officer in the auditor’s office, told the board, “This is what will be, published in the paper for annual financial report fiscal year ending 06/30/2025.” A motion and second were made and the item passed by voice vote.
On Resolution 59 20 25 — described by staff as a transfer from the industrial park fund to the impact fund to satisfy a State Auditor repayment process — Linahan said the transfer uses tax collections from the industrial park fund and moves the money into the impact fund. When supervisors asked whether low‑ and moderate‑income (LMI) commitments were involved, staff said they would “have to check on that” and agreed to provide a repayment schedule on request. A roll‑call recorded the approval with Supervisors Wickman, Miller, Hussain and Jorgensen recorded as voting aye.
The board also authorized the chair to sign a geothermal IRA funding filing tied to the road operations center project; staff said the filing followed an independent validation of the project’s energy rebate. The motion passed by voice vote.
David Baer, chief information officer, asked the board to promote Anthony McCartney to the IT supervisor / information security officer position and requested a 5% pay increase for the role. Baer summarized McCartney’s responsibilities and work on security policies, saying the candidate had been carrying many of those duties already. The promotion passed by voice vote.
The board approved an employment agreement for the county’s new human resources director; the board confirmed a November 6 start date during discussion. That motion passed following a second.
Other routine business included approval of minutes and several appointment items that were discussed but not fully finalized at the meeting.
