City planner Joshua, presenting the application at the commission’s special meeting, described the SPUD as “a request for infill in places that already have existing streets and utilities” and said the overlay is intended to encourage residential manufactured homes as one tool to meet the city’s housing needs. Joshua told commissioners the applicant’s submission demonstrates the dwelling would meet the SPUD standards, including size and design elements the code requires.
