Project and funding
Airport Director David Pollard told the commission the existing rental‑car facilities are outdated and undersized. The awarded contract includes base work and bid alternates for electric vehicle charging infrastructure. Pollard said the project will be funded through the customer facility charge (CFC) assessed on rental car transactions, with the airport working with the clerk/treasurer’s office to structure a loan for the remainder of the project cost.
Pollard said the project will include demolition and environmental remediation of the existing site after the new facility and transition arrangements are in place. He noted roadway and site readiness work is largely complete and that conduits for EV chargers are already in place.
Action
The commission approved the award to Rycon Construction and associated bid alternates and contingency amounts on a 5‑0 vote. The airport will proceed with contracting and coordination with rental car agencies on phasing and transition.
