Planning commission concurs with alderman’s condition reducing height for Ovation PUD Building V

The Franklin Municipal Planning Commission voted unanimously Sept. 25 to concur with an alderman-added condition that lowers the proposed height for Building V in the Ovation planned unit development at the southeast corner of East McEwen Drive and Carruthers Parkway.

The commission’s vote affirms a modification adopted at the public hearing stage that changes Building V’s height “from 6 to 10 stories down to 5 to 8 stories,” a staff member told commissioners during the meeting. The vote to concur was moved by Commissioner Harrison and seconded by Commissioner Orr; roll call was unanimous in favor.

The change was proposed by an alderman who expressed concern about Building V’s height where Carruthers Parkway meets the hillside. Planning staff framed the commission’s role as limited for this session: the commission was asked only to concur with that single additional condition rather than re‑consider the eight requested modifications of development standards attached to the overall plan.

Commissioners cast their votes without further amendment. Commissioner Harrison moved concurrence; Commissioner Orr seconded. The roll call produced aye votes from all commissioners present and Alderman Peterson.

The planning commission’s concurrence does not itself rezone property or finalize all details of the Ovation development plan; it affirms the specific condition adopted by the alderman at the public hearing that reduces the height band for Building V. Staff answered commissioner questions during the hearing and indicated that other modifications to the overall plan remain part of the previously submitted development plan materials.

The commission moved on after the roll call without changes to the other parts of the development plan on the consent or action calendars.
