Board members raised resident complaints about heavy traffic and speeding on Cormier Road at the Sept. 23 meeting and discussed enforcement and engineering options. Trustee Atkinson said she observed drivers regularly exceeding the 30 mph limit and asked for short- and long-term measures to reduce speeds.
Chief Rolling (public safety) and public works staff reviewed a recent speed-board data sample showing an average speed in the low-30 mph range (around 30.3 mph) during a six-day collection and noted that while a minority of vehicles exceed limits, perception of speeding is high. The chief recommended targeted traffic enforcement where feasible and emphasized that enforcement alone is unlikely to solve persistent speeding without engineering changes.
Public works staff and consultants described engineering tools available from the Institute of Transportation Engineers: temporary lane-narrowing (traffic drums), bump-outs at intersections, speed tables and roundabouts (with feasibility concerns for some locations), and medians. The board discussed whether a roundabout or a traffic signal might be feasible at Pilgrim Way and the Cormier intersection but noted right-of-way, waterways and property constraints. Members favored a mix of measures: stealth-mode speed-board deployment to collect unobtrusive baseline data, portable solar speed-message boards rotated around trouble spots, short-term temporary devices to alter lane feel, and targeted enforcement when data indicate problem times.
Trustees Mary and others proposed conducting stealth data collection (speed boards in “black”/stealth), followed by a period with the boards turned on to measure behavioral change, then engineering follow-up. Staff said they will run speed board collection in stealth mode, return collected counts and consider placement of portable signs and potential striping or bump-out projects. No capital commitment was approved at the meeting; trustees said staff should bring back cost and feasibility analyses for engineering options and any budget implications.
The board also discussed sidewalk gaps and sidewalks that do not exist on the Shady/Cormier corridor and acknowledged that improving pedestrian infrastructure is interrelated with calming vehicle speeds.
