The Village Board of the Village of Ashwaubenon on Sept. 23 approved Ordinance 92-25, an amendment to the planned unit development (PUD) overlay for the property at 460 Marina Lane.
The amendment moves the proposed CBRF memory-care building east to provide access to South Broadway, reduces total apartment units to 64 across two three-story buildings, and retains six owner-occupied townhomes fronting the river. The board voted to approve the ordinance with staff-recommended conditions.
Aaron, a village staff presenter, told the board the primary change is the adjusted site plan that “moves the CBRF memory care facility here a little further to the east, to accommodate the access to Broadway,” and noted the applicant had worked with Brown County to secure full access from Broadway at public-safety staff’s request. He said apartment density had been reduced to two buildings totaling 64 units, with integrated garages and two detached overflow garages. Aaron also said an earlier proposed 55-plus age restriction on the apartments was lifted after market research.
The board-approved conditions require all parking areas, landscape islands and drive areas to have curbing; rooftop and ground-mounted mechanical units visible from property boundaries or Broadway be screened; substitution of vinyl siding on the CBRF with permissible engineered wood siding (with lap siding limited to 25% of any one elevation and some board-and-batten); coordination with a qualified environmental consultant to remain in compliance with Wisconsin Department of Natural Resources voluntary party liability exemption for a closed case (case number 06-05-343470); extension of sidewalks from the southerly apartment building south to the Marina Lane right-of-way; and installation of a sidewalk along Marina Lane from the westerly property line east to the Ashwaubomay River Trail connection. Staff said they will work with Public Works on an additional sidewalk extension to Broadway in the next budget cycle.
Aaron described the project phasing: phase one includes the attached townhomes and the CBRF with start in 2025 and estimated completion in 2026; apartment buildings, garages and amenities (pool, pickleball courts, picnic areas) would start in June 2026 with estimated completion in December 2027.
During the public hearing, resident Jennifer Wellhouse asked whether the river-trail alignment would be moved; Aaron said it would not be extended in front of the new construction but that the sidewalk along Marina Lane would be extended to connect to Broadway. No members of the public spoke against the project.
A motion and second were made to approve Ordinance 92-25 with the staff conditions; the board voted “aye” and the motion carried.
The ordinance and recommended conditions appear intended to reduce density and add pedestrian connections while addressing stormwater, utilities and materials compliance.
Votes at the meeting show the board approved the PUD amendment as a formal ordinance; specific roll-call vote counts were not recorded in the public remarks.
