Haslet planners prioritize paving standards, lighting and compatibility with airport for next review

Commissioners discussed TxDOT ride-quality measurement methods and expressed interest in adopting measurable standards (for example, maximum elevation variation across a set gauge) and enforcement provisions that would allow the city to require repaving or withhold acceptance until contractors meet standards.
On lighting, commissioners noted the city's present ordinance is limited and that photometric plans are not uniformly required for site-plan approval. Staff reported draft lighting standards and a sample municipal lighting ordinance had been provided by staff and asked the subcommittee to review and recommend changes, including tighter limits on pole heights and clearer shielding requirements to avoid horizontal spill into neighboring properties.
Commissioners also discussed compatibility between industrial/warehouse uses and nearby residential areas, particularly near airport-related overlays. They asked staff to re-examine older zoning overlays and airport influence areas for height and lighting limits and to provide exhibits showing current zoning, airport arcs (mean sea level elevation limits), and sign-height rules within the airport overlay.
The commission directed staff to provide existing ordinance language, TxDOT references, and sample ordinances for the subcommittee to review with the goal of drafting recommended ordinance changes for consideration in October. Members suggested ride-quality and lighting may be achievable early because model language and external references exist; broader vision work on community facilities and parks will require more time.
Next steps: staff will assemble relevant ordinance extracts, TxDOT guidance, and the sample municipal lighting ordinance for the subcommittee; commissioners plan to prioritize ride-quality and lighting measures for the October work session.
