Weber County forwards annexation resolution for unincorporated islands to Plain City after public hearing

Weber County commissioners voted Sept. 30 to forward Resolution 39-2025 to Plain City, recommending annexation of three sections of an unincorporated island near 2200 North.

County planner Sean Wilkinson told commissioners the county had improved portions of the road and is seeking Plain City cooperation to annex the areas because the county would no longer maintain that section of road if the city assumes jurisdiction. "The proposed annexation area consists of one island, but it's divided into three sections," Wilkinson said. He cited state code procedures used to process island annexations without a petition and summarized the findings the county considered.

Wilkinson said residents could see modest changes in municipal levies but that the larger tax effect depends on fire district charges. "So right now, let's say there's a house valued at $500,000... In Plain City, it's $64.90... potentially, on a $500,000 home, residents could see an overall savings of about $276 per year on their taxes," he said, noting the difference stems largely from the Weber Fire District levy assessed in unincorporated areas.

Why it matters: Commissioners said consolidating small, unincorporated islands into adjacent cities can simplify delivery of services such as road maintenance, emergency response, planning and solid waste and reduce duplicated responsibilities between city and county governments.

During the public hearing several residents urged the commission to deny the recommendation and remain under Weber County jurisdiction. Kevin Allred said he was unsure how Plain City would regulate agricultural uses on his roughly two acres and said he wanted Plain City officials and mayoral candidates to state their positions publicly. Debbie Allred, who said she has lived in the area 39 years, described missing sidewalks and safety concerns crossing a 50-mph state road to reach her mailbox. "I personally don't know what the annexation is gonna do for us personally," she said.

Brett Moulding, who identified himself as an owner of roughly 40 acres in the area, told the commission he and his neighbors receive satisfactory service from Weber County and do not want additional roads or city oversight. "I do not want to be part of Plain City," he said.

Plain City Mayor John Beasley appeared and addressed zoning and process questions. He said Plain City would not rezone properties on annexation unless the property owner requests it: "You will come in as an A-1 or A-2, whatever you currently are, and you'll stay that way until you decide to change it," Beasley said. Beasley and Wilkinson also said Plain City could delay action after receiving the county's resolution; a Plain City public hearing would be required and the city council could approve or deny the annexation at that time.

Commissioners discussed safety concerns on 2200 North and noted the Weber Fire District had recommended removing a road block on the route for safety reasons. "Right now...that road...is 16 feet wide. And it's dirt. And we've got kids that use that to walk to school," Beasley said in remarks the county used to emphasize the road-safety rationale for the proposed annexation and improvements.

Outcome and next steps: The county commission approved the resolution to forward to Plain City. The record shows a roll-call-style affirmation and the chair announced the motion carried; the Plain City council will hold its own public hearing and decide whether to accept the annexation recommendation. If Plain City approves, municipal services, maintenance responsibilities and applicable municipal levies would apply going forward.

Public-record context: County staff said notices were mailed to affected property owners and the county followed the statutory notice requirements for unincorporated-island annexations. Wilkinson said the JDC Ranch (a larger development) was intentionally excluded from this request because Plain City said inclusion would prevent agreement on the remaining islands.

The commission's action does not itself change property zoning or immediately alter services; Plain City must act to complete any transfer of jurisdiction.
