Commission directs staff to expand e-bike education and partner for October outreach

The Traffic Commission voted on Sept. 25 to direct staff to expand educational outreach about e-bike regulations and safety measures, and to participate in a peninsula-wide event planned for Oct. 10.
City Manager and staff presented options including Blue newsletter items, web updates, partnership with the Rolling Hills Community Association, sheriff participation and coordination with the Palos Verdes Unified School District. Staff noted the district is already developing programs to educate students and to issue passes for students who complete training.
Commissioners and staff said enforcement options are limited: municipal code and the California Vehicle Code were discussed as the legal framework for bicycle operation, but deputies noted citations generally require an officer to witness the offense. “Pictures are not good enough for them to be able to cite,” staff said in describing practical enforcement limits for complaints documented only with photos.
Commissioner Judith moved, and the commission approved, a motion directing staff to pursue a multi-pronged education campaign: Blue newsletter and e-blast messaging, coordination with RHCA, creation of web resources, continued partnership with the Palos Verdes Unified School District and participation in the Oct. 10 event. The motion passed by voice vote.
Staff said the lowest-cost immediate actions are newsletter items, website material and promotion of the Oct. 10 peninsula event; staff will also coordinate with the sheriff and neighboring cities to align messaging and explore in-person safety sessions for residents and students.
Implementation: staff will schedule items for the next Blue newsletter and work with RHCA and the school district on outreach materials; the commission asked staff to provide follow-up updates on outreach and participation after the Oct. 10 event.
