Commission receives report on municipal parking rules and will ask staff for comparative research

The Traffic Commission reviewed staff materials on existing municipal code provisions that govern parking and directed staff to research comparable rules used by similar jurisdictions and prepare high-level recommendations.

City staff said the City Council referred the issue back to the Traffic Commission for more detailed consideration after an August discussion. The staff report included the municipal code language and noted recurring resident complaints involving overnight parking, parking associated with construction activities and potential conflicts in cul de sacs where little or no unpaved shoulder exists.

Commissioners raised examples: some residents interpret the code to allow parking on unpaved portions of the road easement between pavement and private property, but many local cul de sacs offer no unpaved shoulder, effectively limiting legal street parking. Commissioners said that ambiguity generates neighbor-to-neighbor disputes and increases calls to staff and the sheriff’s department.

Commissioners asked staff to compare Rolling Hills’ rules with those of similar gated communities (Hidden Hills and Bradbury were suggested) and to work with the Rolling Hills Community Association to identify practical enforcement approaches. Artie, the RHCA maintenance supervisor, told the commission the association enforces easement planting rules and will coordinate on easement clarifications.

The commission voted to receive and file the staff report and asked staff to return with focused recommendations for possible municipal-code amendments or clarifying guidance for residents.
