County parks projects advance; Westland Beach pier, Harpers Creek and Triway Trail proceed on schedule

At the Sept. 25 Lancaster County Board of Supervisors meeting, the county parks director gave a multi-site construction update covering Westland Beach, Harpers Creek access, Taylor Creek, Carter Cove and the Triway Trail.
John Bateman, County parks director, said phase 1 work at Westland Beach and its fishing-pier platform was largely complete and phase 2 was about 70 percent complete. He reported electrical service and HVAC installation at the Westland comfort station and said sidewalks, ramps and other site work remained. Construction for the beach and dune vegetation was expected to take place in an appropriate planting season.
Bateman said Harpers Creek access work had progressed on the parking area, comfort station and fishing pier; septic tanks and a drain field were installed and sidewalks to the pier were in place. He said target completion for Harpers Creek was early 2026.
Taylor Creek has gone out to bid and county engineers reported 13 plan sets requested; the county scheduled a pre-bid meeting and anticipated bidding at the November Board meeting with construction beginning in January and completion targeted for September 2026.
Carter Cove design was reported roughly 80 percent complete, with sanitary sewer work at 90 percent; the county expects to publish bidding documents in January and potentially award the project in March 2026.
Bateman also reported the Triway Trail received a Chesapeake Gateways award for phase 2 planning and preliminary engineering, and the county intends to procure a consultant immediately. He summarized trailhead locations and noted some segments do not yet connect.
Why it matters: The projects add public access, ADA-compliant facilities and trail connections across Lancaster County; several are timed to permit future grant-funded construction and regional partnerships.
The county also announced Taste on the Point, co-hosted with Windmill Point Marina on Nov. 22, and said tickets are sold out. No formal votes were taken during the parks presentation portion of the meeting.
