The Cuyahoga County Council Operations, Information Technology and Public Transportation Committee voted to advance a sole‑source renewal to full council for the Buckeye case management and court network system used by the Eighth District Court of Appeals.
Erin O’Toole, court administrator and magistrate at the Eighth District Court of Appeals, said the case management contract is “critical to our operations” and that the current agreement was extended to align with the county budget cycle. “We have 12 of them. We are required by the rules of superintendence to quarterly report out our case statistics to the Supreme Court,” O’Toole said, describing the system’s role in calendars, random assignments and judges’ workflows.
O’Toole and the court’s IT director said the vendor has supported the court for about 30 years and that much of the contract increase stems from a final phase of converting the system to a web‑based platform to aid succession planning and future vendor portability. The committee accepted a proposed substitute for the resolution and then voted to move the item to council for second reading. The five‑year sole‑source award is for an amount not to exceed $2,490,000.
Committee members asked why the award was sole source and whether the vendor’s responsiveness justified bypassing a competitive procurement. O’Toole said the system is highly customized and that the vendor has been responsive to rapid changes, including recent rule changes and the victim’s rights constitutional amendment, which tightened timelines for appellate processing. The court’s IT representative added that the vendor’s service‑level responsiveness compares favorably with other systems countywide.
No substantive changes to court case‑management policy were adopted in committee; the action before members was to accept a substitute and forward the contract renewal to full council for consideration. The motion to move the resolution carried with the ayes prevailing.
