Committee approves referral for $2.62 million Johnson Controls contract covering HVAC, fire alarm and security services

The County Council committee voted to advance Resolution 20250283, authorizing a joint cooperative purchase contract with Johnson Controls for preventative maintenance and repairs of HVAC, fire alarm and security systems at seven county locations.
Tom Pavich of Public Works presented the contract, which he described as a three‑year, not‑to‑exceed agreement for $2,618,567 that includes a $225,000 contingency for significant repairs. "This is a 3 year contract with, Johnson Controls. ... It's a 3 year not to exceed contract, for the $2,000,006.18 $5.06 7. Of that cost, we added $225,000 of, as needed contingencies," Pavich said. He said the contract covers Courthouse Square, Old Courthouse, the Justice Center Complex, the Old Cleveland Police Building, the juvenile justice center, the animal shelter, and the newly added William Patrick Day Building.
Pavich explained that all seven buildings use Johnson Controls' Metasys building automation systems and that Johnson Controls is the factory-authorized service provider for those systems. Pavich and Matt Reimer of Facilities Division responded to committee questions about other control-system platforms used across county facilities, noting the county maintains several systems (Tritium, Siemens, Delta) and that Johnson Controls will be used where Metasys is installed. "We have across the county owned buildings 4 different major building automation systems... The Johnson control Metisys system is represented in the buildings that are in this contract," Reimer said.
Committee members asked whether replacement parts and materials are included; Pavich said material costs for replacements are generally drawn from the contract contingency and that roughly $75,000 per year is allocated for those expenditures as needed. The committee moved and approved advancing the resolution for three readings; the chair recorded the ayes.
Procurement was conducted through Sourcewell, a joint cooperative procurement platform, and the county said it used that cooperative because it typically yields negotiated pricing and Sourcewell ran the competitive RFP that awarded the vendor.
