Terrell approves rezoning for Mount Olive property intended as community civic center

The Terrell Planning and Zoning Commission on Sept. 25 voted to rezone approximately 1.5 acres at 505 Mount Olive from Single-Family 7.5 to Neighborhood Edge (ZC25-08) to permit conversion of an existing building into a privately owned community civic center with public use.
Janet, city planning staff, told commissioners the property currently contains a vacant metal building and that the applicant has submitted the zoning application to allow adaptive reuse. She said 31 abutting landowners were mailed notices and that staff recommended the Neighborhood Edge designation, which the city added to its zoning code last year to allow conversions of existing buildings that blend with the surrounding neighborhood while preserving setbacks and 7.5 building standards.
Estella Johnson, a Terrell resident, spoke in favor at the public hearing and described the building's mid-20th-century history and neighborhood need. "The building was originally, constructed by a group of organized men back in the fifties because the young people on South Terrell did not have any kind of recreational places to go except school," Johnson said. She urged the commission to approve the rezoning so the building could be rehabilitated for community use and to serve nearby neighborhoods.
Commissioners asked staff and the public about intended uses, parking and how event rentals would be regulated. Staff said detailed uses, parking counts and facade upgrades will be addressed when the applicant files a construction plat and any necessary permits; temporary event permits will be required for rentals or special events.
The commission approved the rezoning by voice vote. Staff said the applicant must return with construction-plat documents to address fire-lane, driveway and facade code requirements before any occupancy changes.
