The county's discussion began after Dan Dugger, city manager of Boynton Beach, told the Board of County Commissioners that Boynton's annexation plan is tied to “water service agreements” and that the city would be willing to discuss a transfer of utility operations to the county. “We looked at what would the overall scope be if Palm Beach County could look at doing due diligence and doing the appropriate fact finding to actually provide a transfer of services from the city of Boynton Beach to Palm Beach County,” Dugger said.
