Board members said Dixie Springs 1 and the Sand Hollow transmission main are top priorities because of repeated failures; one presenter said Dixie Springs phases date to the mid-2000s and that the oldest pipe segments show the most failures. Board discussion repeatedly contrasted recurring “band-aid” repairs with complete replacement: “It’s not a repair. It’s a band aid,” one board member said, arguing in favor of replacement over repeated patching.
Finance and rate implications were central to the discussion. Using the board’s rough math, a borrowing plan that produced an annual payment of about $1 million against a system with roughly $5 million in annual income could imply a near-20% rate-equivalent impact; board members repeatedly emphasized the figure was illustrative and that arriving at a final rate change requires detailed figures from Alpha Engineering and the city finance team. One board member said the City Council has indicated a preference for spreading any system-repair cost across the entire customer base rather than charging only the neighborhoods incurring the leaks.
Board members discussed alternatives to a general rate increase, including a line-item “repair-and-replace” fee or an earmarked surcharge to ensure funds were dedicated to this capital work. Legal counsel warned that governmental immunity is a strong defense in many cases but not absolute; the board noted the potential liability from failing mains that have caused basement flooding and near-hazardous conditions in at least one household.
Project updates provided in the same agenda segment covered several other items the board said it was tracking: work on culinary-tank and pipeline construction (tests recently passed but contractors reported supply and ductile-pipe manufacturing issues), progress on new well drilling (drillers encountering slow conditions and technical delays), status of irrigation-expansion phases (NRCS application window and timing for materials funding), and a Sand Hollow aquifer study idea using interferometric synthetic aperture radar (InSAR) to aid groundwater mapping.
