Hoover Public Library asks to restore materials funding, study renovation and plan a branch

Hoover Public Library officials told the council the institution circulates roughly 1.4 million items annually, serves nearly 400,000 annual visitors and has seen digital usage rise sharply while physical circulation declined. The director requested restoration of a 10% materials cut from FY25 plus an additional 5% increase to materials (a proposed total increase of about $93,000) to keep up with higher-cost digital resources.

Library leaders also asked for funding for planning and architectural work tied to a potential renovation and branch library study. Staff noted a space-study recommendation and a five-year strategic-planning process that could align with a renovation and potential branch evaluation for the city's east side. Other requests included portable study pods, updated furnishings, upgraded security and demographic-tracking software to support strategic planning; technology and personnel adjustments were also requested to reflect higher responsibilities and to support the library's initiatives.

The library asked for budget support for a summer feeding program that it has operated since local schools lost federal funding for summer lunch; staff framed the request as a continuation of an essential community service. Presenters emphasized the library's role as a major civic institution and asked council for restored materials funding so the library can remain competitive in digital resources.
