Hoover City's finance director presented a recommended reorganization aimed at restoring a multi-head structure within the finance department and upgrading several positions.
The budget packet included two organizational charts: the current structure and a proposed version. The director proposed converting an unfilled grade-10 accountant into a financial analyst, upgrading a vacant senior financial analyst to a department-head level position (finance director of accounting requiring a CPA), and promoting one payroll specialist to a senior payroll specialist. The director said those changes would create two department-head roles within finance, one leading procurement and operations and another as the accounting director and potential successor to the CFO.
The estimated cost of the combined upgrades, including benefits, was $84,000. The director noted the changes are intended to provide day-to-day operational leadership and succession planning and said the recommended costs should be considered by the incoming administration.
Council received the staffing and organizational information and heard that some positions have been intentionally held vacant during prior budget cycles; there were no votes during the presentation.
