Municipal court requests $620,000 to finish referral-area renovation and seeks pay raises

Hoover municipal court officials told the council they need an additional $620,000 to finish a long-standing renovation of the court referral area; the full updated project estimate is $1.2 million, and the court reported $560,000 already set aside.
Court staff said the referral-area renovation is driven by confidentiality and logistical concerns, including compliance with HIPAA protections for clients participating in substance-use and mental-health services provided through court referral programs. The court said the current layout compromises confidentiality for program participants and that improved space would better support counseling, drug screening and related services.
The court also requested personnel compensation changes. The presentation asked for a 3% salary increase for the judge (proposed new salary $98,581), a $1,000 monthly increase for the lead prosecutor (city clerk earlier described this as an increase from $6,250 to $7,250 per month), establishment of an assistant prosecutor position at $2,500 per month, and monthly increases of $1,000 for lead and assistant public defenders (proposed annual salaries $72,000 and $60,000 respectively). Presenters said prosecutorial pay changes would be offset in part by collections from the fair-trial tax fund.
Other court requests included $14,000 for upgraded security cameras and technology/building-service items (scanners, printers, signature pads, iPads and phones) that are listed in other departmental budgets. Court staff emphasized the courtroom carpet and some office floors are beyond cleaning and need replacement.
Council members asked about a 2022 letter that had warned of privacy risks if the referral-area renovation did not proceed; the court's referral expert confirmed the longstanding concern and connected it to compliance risks. No budget decisions were finalized during the hearing.
