Plan Commission recommends final plat for Nicolay Heights phase 1, conditioned on stormwater and erosion control site-plan approval

The Green Bay Plan Commission on Sept. 29 recommended acceptance of a final plat for Phase 1 of the Nicolay Heights subdivision, covering 88 lots and seven outlots and including public dedications for portions of Nicolay Drive and Durham Road, contingent on final approval of stormwater and erosion-control site plans.

City staff summarized that the proposed final plat conforms with a previously approved preliminary plat and that the earlier reviews by utilities and Brown County had been addressed. Phase 1 consists of 87 single-family lots and a clubhouse lot (Lot 43); the larger full-development plan anticipates up to 146 single-family lots across phases. Street dedications in the final plat include extensions of Eagle Lane and Baywater Avenue and portions of Overlook Circle and Overlook Lane. Staff said the developer prefers the final plat be recorded now so individual lots may be sold without changing zoning status until closings occur.

Staff recommended approval of the final plat with one condition: staff must receive and approve final site-plan materials for drainage, stormwater management and erosion control before the plat is recorded. The commission voted to recommend the plat subject to that condition; the recommendation advances to City Council for formal acceptance of dedications and final recording.

Motion and next steps: Commissioner motion to approve as recommended carried with a second; staff said recording will be scheduled after the required engineering approvals are completed and that additional phases will return for subsequent platting.
