Plan Commission backs 24-hour convenience-store hours at 1053 Veil Avenue; car wash hours restricted to 7 a.m.–10 p.m.

The Green Bay Plan Commission on Sept. 29 recommended approval of an amendment to a conditional-use permit at 1053 Veil Avenue allowing the convenience store portion of the fuel station to operate 24 hours a day while preserving current hours for the on-site car wash.
City staff briefed the commission on a request from Michael Knox of True North Energy LLC to remove an hour restriction in the existing conditional-use permit that dates to February 2009. Staff said the convenience store’s extended hours are new but the fuel pumps have operated 24 hours for some time because they accept card payments; the proposed change applies only to the indoor convenience-store retail operations.
In its application the owner supplied a narrative committing to enhanced security measures, doubled staffing for late-night shifts and coordination with the police department for increased patrols. Staff told the commission those security features are in place and recommended approval, with one explicit amendment: to keep the car wash operating between 7 a.m. and 10 p.m. to avoid nighttime noise impacts in adjacent residential areas.
At the meeting there were no members of the public who spoke for or against the amendment during the public hearing. Commissioners asked staff about lighting, buffers and whether the convenience-store change might affect neighboring properties; staff said the existing site includes a landscape buffer and night lighting at the pumps, and that the applicant had already reached out to police about patrols. Staff noted it had received a neighbor inquiry about the car wash’s hours earlier in the day and proposed the 7 a.m.–10 p.m. condition to address noise concerns.
Motion and next steps: Vice Chair Jacob Miller moved to approve the amendment with the car-wash-hours condition; Commissioner Darius Daniels seconded. The motion passed unanimously and the matter will be forwarded to the City Council for review on Oct. 7.
If City Council approves the amendment, the convenience store will be allowed to remain open 24 hours subject to the CUP conditions and any additional site-plan requirements the city imposes during final review.
