San Francisco’s Department of Aging and Adult Services (DAS) Commission unanimously authorized a one-year grant to APA Family Support Services to expand CalFresh outreach and application assistance for older adults and Supplemental Security Income (SSI) recipients.
Leah Walton, a DAS nutritionist, told commissioners the contract runs from Oct. 1, 2025, through Sept. 30, 2026, for $77,144 plus a 10% contingency for a total not to exceed $84,858. Walton said the program will focus on reaching SSI consumers who are not currently using CalFresh and will provide outreach, partnership development and in-language, individualized application help at meal sites, senior housing, family resource centers and other community locations.
The grant will fund outreach materials and events, partnership development with local providers and direct application assistance including help identifying income deductions, completing required paperwork, collecting supporting documents and follow-up to ensure an eligibility interview occurs. Walton said the grantee’s bilingual staff list includes Cantonese, Mandarin, Thai, Lao and Spanish, and the organization can access additional languages through interpreters.
Commissioners asked about the geographic targets and performance expectations. Walton said the grantee will use a state-provided data dashboard to identify San Francisco communities with lower participation among SSI recipients and that the budget anticipates submitting 219 CalFresh applications (household applications rather than individual recipients); the contract does not specify a total recipient count.
There were no public callers on the item. The commission approved the grant on a roll-call vote: Vice President Nelson Lum, Commissioner Martha Knudson, Commissioner Wanda Jeong and Commissioner Linda Parker Pennington all voted yes.
