The Federal Rail Administration has canceled a set of grant awards to California recipients, including a $25 million safety grant that had been slated for the Transbay Joint Powers Authority’s (TJPA) Portal project, the Transportation Authority’s executive director told the board at its Sept. 30 meeting.
The grant had been awarded in late 2024 and TJPA planned to use the funds to advance the track-and-systems contract packages for the portal. The executive director said the TJPA team is “working to identify alternative funding sources and consider revising the sequencing now of those contract packages.”
The cancellation affects California High-Speed Rail and other rail investments that had been included in the FRA funding portfolio, the director said. The authority did not provide a full list of canceled grants at the meeting; staff said they are assessing impacts and possible revisions to project schedules as they locate replacement funding.
Why it matters: the Portal project is a major piece of regional rail infrastructure. Losing a previously awarded federal safety grant may delay specific contract packages or force projects to be resequenced unless alternate funds are secured.
Board reaction and next steps: staff said they will continue work with TJPA and other partners to identify replacement funding and to consider contracting sequence changes. No board decision was taken at the meeting.
