Butler County commissioners approved a consent agenda and multiple departmental requests at their Sept. 30 meeting, including minutes, purchase orders, budget revisions, requisitions, contracts and personnel actions, county staff said.
The board approved minutes of special and regular meetings held Sept. 22 and Sept. 23, 2025. Finance staff reported a number of routine budget items and purchase requests that commissioners approved during the consent portion of the meeting:
- Purchase‑order change requested by the sheriff: $45,741.03 for fleet maintenance across several divisions. - Purchase‑order change requested by Water and Sewer: $50.00 for maintenance contract services. - Requisitions over $25,000 totaling $156,209.51: 1) a Common Pleas requisition for return of state funds; 2) Engineer's requisition to purchase two Chevy Silverado 1500 trucks. - Board of Elections requested an additional $4,300 for business reply mail and required mailings, funded by a Secretary of State grant. - Commissioner's finance requested an additional $45,098.71 to cover higher‑than‑anticipated real estate and mobile‑home tax settlement fees.
Departmental items approved by commissioners included: a contract renewal for Exela building software (year 1 not to exceed $166,400.14 with annual 4% increases through a five‑year term, retroactive to Sept. 28, 2025), airport ground leases for hangars (annual rents of $8,076.60 and $3,174.10 effective Oct. 1), award of an electrical contract to Jess Howard Electric Company for runway‑lighting upgrades, and authorization to advertise for bids to repair the courthouse facade and roof with window replacements (bid due Nov. 19).
Personnel items approved included resignations and multiple new hires across Children's Services and Job and Family Services, with effective hire dates of Oct. 6, 2025, and various starting hourly rates as listed in department reports. The board also approved a contract for financial‑literacy services not to exceed $42,276 for Oct. 1, 2025–Sept. 30, 2026.
Two items were removed from the consent agenda for separate consideration: the enterprise‑zone agreement with Carvana (item 22,978), which the board later tabled for more information; and the Emergency Management Association matter (item 23,019), which was pulled for discussion and ultimately not approved when related governance changes were put to a roll‑call vote.
Several smaller procurements, training and maintenance bond actions were also approved. County staff recommended the items and commissioners approved them by voice or roll‑call as noted on the meeting record.
