The Newport City Council took a series of votes on routine and capital items at its Oct. 1 meeting. Highlights:
- Dredging comment to CRMC (Action item 6506): Council voted 4-1 to notify the Coastal Resources Management Council and the Department of Environmental Management that the city has no objection to the application by 128 Long Wharf LLC to dredge approximately 2,643 cubic yards. The council discussed a missed deadline for formal comment and staff said they would try to request an extension or intercept CRMC submissions.
- Contracts and procurement: The council approved awards or contracts for several public-works projects: HVAC replacement at Martin Recreation Center ($253,000.09), reconstruction of a retaining wall behind City Hall ($310,000), LED sports lighting at John Chafee Recreation Center (project cost $164,446; funded by a Community Development Block Grant), and the purchase and installation of four Motorola console units for fire dispatch ($51,414.99). All four items were approved by voice vote.
- Transportation engineering services (Action item 6511): The council received a recommendation to award a traffic-study contract (Bowman Consulting Group) for a not-to-exceed amount of $199,600 to study the area bounded by Thames Street, Memorial Boulevard, Bellevue Avenue and Morton Avenue. Councilors debated scope, timeline and funding sources; a motion to continue the item to the second October council meeting passed so the administration can identify a funding source.
- Grants: The council approved a $40,000 special-projects grant to the Newport Prevention Coalition from the FY 2026 opioid settlement fund. The council also authorized submission of an application for $200,000 in federal/state opioid-settlement municipal incentive grant funds to support the Newport-Middletown Situation Table (a coordinated weekly case-review and outreach program); council approved filing the application.
- Utilities personnel: The council approved an ordinance adding an in-house GIS/engineering position in the utilities department intended to reduce consultant costs over time. The ordinance passed 4-1.
- Licensing and administrative items: Consent calendar and routine license expansions and renewals were approved (including an entertainment license expansion for Vanderbilt OpCo LLC). The Board of Licenses withdrew the show-cause hearing for the Pyramid Club.
