Commissioners approve consent agenda; $2.25M Department of Ecology shorelands grant highlighted

At the Sept. 29 meeting the board approved the consent agenda 3–0. Commissioner Browning highlighted consent item 26, a Department of Ecology award for public works/shorelands administered through the Skagit County Marine Resources Committee for $2,252,000. Browning said the funds will be available from Oct. 2025 through Sept. 30, 1927 (as read in the record) and noted other voluntary stewardship program awards for individual property owners under items 28–30. The record also shows the board pulled a human-resources item (a group services agreement with Caremark) from consideration to be handled later.

Commissioner Browning additionally spoke about vendor service agreements for pallet shelters used in shelter and low-income housing efforts and praised a local vendor whose social-purpose manufacturing hires people in recovery. The consent agenda included routine ratifications, vouchers and warrants for Sept. 29 and many standard agreements recorded in the packet.

A member of the public raised concerns about two no-bid IT contracts listed on the consent agenda; commissioners explained the county’s information services procurement sometimes uses sole-source or cooperative procurement approaches when rapid responses or preexisting vendor agreements make competitive procurement impractical.

The consent agenda passed by unanimous voice vote. Commissioners said several items will be implemented through the appropriate departments and that one human-resources contract was removed for later consideration.
