Committee approves transfer of 26 county parcels to DeKalb Regional Land Bank Authority

The PECS committee voted to transfer DeKalb County’s interest in 26 surplus parcels to the DeKalb Regional Land Bank Authority, a step county officials said will speed property disposition and targeted redevelopment.
Nicole Messiah, PECS chair, read the agenda item that would declare 25 (later amended to 26) county parcels surplus and transfer them to the county land bank. Committee members approved a substitute expanding the list to 26 parcels and asked the land bank to provide a district-by-district spreadsheet so commissioners can see where parcels sit across districts.
Miss Churchill from the land bank and other public officials discussed how the authority intends to prioritize blighted properties and to coordinate title research and due diligence to prepare sites for reuse. Commissioners emphasized that transfers should be accompanied by sufficient pre-work — title clearance, environmental review and a redevelopment plan — so the land bank can move properties quickly back onto the tax rolls.
Committee members also requested a breakdown showing how many parcels lie in District 3 and other districts; staff committed to delivering that spreadsheet before the next business meeting.
The committee recorded the motion, a second and a passing vote to transfer the parcels to the land bank for redevelopment and preservation activities.
