Commission denies site plan for office-warehouse after repeated concerns over bay doors and facade screening

The Planning and Zoning Commission voted 7–0 on Sept. 30 to deny SP2025-032, a site plan application for an office-warehouse building at 855 Whitmore Drive in the municipal industrial park.
City staff recapped the application’s history: a similar request was denied Nov. 14, 2023, resubmitted March 15, 2024 and withdrawn, then resubmitted June 14, 2024 and denied for an exception to off-street loading-dock screening. The current submittal retained bay doors facing the street; ARB recommended denial because staff and the Architectural Review Board had asked that bay doors be placed to the side or rear and that additional screening or compensatory measures be provided.
The applicant (listed as Hajbulari) said he had attempted changes but maintained that front-facing bay doors were needed for loading ease. Commissioners repeatedly questioned why the bay doors remained on the front and urged the applicant to reconfigure the building, move loading to a side/rear location, or provide screening/landscaping as compensatory measures. Commissioner Roth moved to deny; Commissioner Shane seconded; the motion carried 7–0.
The denial records ARB’s recommendation and gives the applicant the option to revise the plan and return. Staff noted the applicant met material requirements but sought an exception to primary articulation and to loading-dock screening; without compensatory measures, commissioners declined the exception.
