Cindy Jones, Code Enforcement Officer for Zoning, summarized staff findings and recommended denial, saying the property is in a special flood hazard area (8 BFE) and is not served by public water and sewer. Jones reported she did not receive any public comments in writing. Staff outlined 10 conditions that would apply if the board chose to approve the permit, including a two‑year expiration, limits on occupants to the applicant or family, compliance with flood‑plain rules and county inspections.
No applicant appeared at the hearing. Jones recommended deferral so the applicant could be present; a motion to defer was made and approved by voice vote.
