Commission approves planned-development zoning for 105-acre single-family project with pickleball courts and anti-monotony rules

The Planning and Zoning Commission voted 7–0 on Sept. 30 to approve Z2025-059, a zoning change from agricultural to a planned development district for single-family homes on a 105.1004-acre tract located on the south side of State Highway 276 west of East Farm Road 550.
City staff reported the project was remanded from City Council and that the applicant returned with requested modifications: a conceptual amenity package that includes two covered pickleball courts; increased anti-monotony standards that limit matching building elevations (no more than one matching building/elevation per 25 homes); side-entry garage configurations added as an allowed orientation; and a more substantial entry monumentation concept. Staff noted the applicant incorporated those items into the PD ordinance. Nine notices were mailed on Aug. 22 and no new public comments were recorded since the last hearing.
Applicant William Solomon told commissioners the team took council input and that they had no objection to the requested items. Commissioners asked technical questions about the monumentation locations and repetition limits; staff confirmed the monuments are contemplated at both entrances and that the monotony standard is keyed to every 25 homes. Commissioner Shane moved to approve; Commissioner Roth seconded. The motion passed 7–0. The PD ordinance and plan will be enforced through the PD development plan and subsequent platting/site-plan processes.
