Hays County signs memorandum of understanding with Kyle on county admin facility, regional animal services and park improvements

Hays County and the City of Kyle will pursue a coordinated plan that could include a county administrative facility, joint participation in a regional animal services facility and county investment in improvements to Kyle Vista Park, after the commissioner's court approved a memorandum of understanding (MOU) with the city.
The MOU, approved on a recorded vote, establishes general mutual support for further negotiations and a framework for staff to continue drafting more detailed agreements. Court members stressed that the MOU is a nonbinding statement of intent — a step toward detailed contracts and site planning rather than a final purchase or lease.
Court members asked county staff to post a public Q&A to address community questions and reduce misinformation on social media. County Administrator Candice Boutte told the court staff will publish a Q&A and contact information on the county website by the coming Friday.
Commissioners said the plan is only one of several steps to expand services countywide. Multiple commissioners asked staff to make clear that the Kyle effort would not be the sole location for future animal services or for other county programs and that the county would continue to explore additional options to meet needs across precincts.
The motion passed on a roll call with all members voting yes. Staff will continue negotiations with the city and prepare a public information page to explain the MOU’s scope and next milestones.
