William Penn SD personnel committee reviews supplemental pay amid budget shortfall; board approval required for payments

Tracy Garner, personnel committee chair for the William Penn School District, told the committee on Sept. 25 that “the fall and winter sports have been posted, but not yet approved by the board,” and that all supplementals are under review because of the district’s budget concerns.

Garner said the district is operating in “status quo” while contract negotiations continue, adding that “status quo means that the conditions and the guidelines in the contract that expired are currently in effect until the new contract has been ratified and implemented.” She emphasized, “No supplementals have been approved by the board.”

The committee heard repeated questions from band and music staff after several coaches and athletic supplementals were posted in the spring. John Semenay, who identified himself as a middle school band director, asked how the district decided which supplementals to post; Robert Cherry, an elementary band director, called the disparity “unfair” and asked why music and other academic supplementals were not posted alongside sports. Both speakers asked whether staff working now are volunteering. Garner replied that until the board approves supplementals “there is no payment going out for anyone.”

Board members pressed for clarity on the legal and contractual basis for pausing some supplementals. Miss Taks, a school board director, asked why supplementals that appear in the existing contract might not be run despite the district operating in status quo. Garner said she would follow up with the exact contract language and provide a page citation.

The committee said the timing, not prioritization, largely explained why sports supplementals appeared earlier: sports postings had been placed on an internal, rolling timeline in the spring before the district paused other listings when budget concerns arose. The committee repeatedly distinguished the budget review from ongoing contract negotiations, saying the review is being driven by financial constraints rather than bargaining status.

Members of the public and some staff asked the district to provide a public forum focused on supplementals. Board member Miss Hoff requested a public discussion so the community could “understand more about supplementals, costs, and how this all looks.” Garner said the request was “received” and that the board would coordinate follow-up meetings and report at the scheduled board meeting on Monday, Sept. 29.

The committee also addressed related operational questions: whether spring 2026 sports were affected (Garner said spring sports had not been posted and were likewise in a holding pattern) and how virtual students are receiving electives (a commenter, Carla Scanlon, said virtual students are currently not receiving electives and that the issue affects graduation paths; the committee said the matter would be reviewed and reported at the board meeting).

Discussion points included the internal timeline used to post supplementals in past years, the district finance office’s review of supplemental budgets, and repeated requests for a clear citation in the contract specifying whether every supplemental must run. The committee promised to deliver follow-up information on the contract language, the supplemental budget, and any planned public meeting about supplementals.

The personnel committee did not take a formal vote on supplementals during the session. Committee members reiterated that any payment for supplemental work requires later board approval and that until such approval is recorded, work performed is being done without board-authorized pay.
