During the Sept. 9, 2025, meeting of the Finance and Administration Council committee, members asked for updates on the installation of bus-stop shelters and discussed using federal transit funds to build sidewalks on North Patrick Avenue.
A staff member reported a contractor has been selected and the city is in the ordering phase for shelters, with expected delivery well before the end of the year. Staff said some concrete pads needed reconstruction to meet ADA specifications and there were questions about pad integrity and anchoring for shelters. “The light is at the end of the proverbial tunnel,” a staff member said, noting work on concrete pads and utility alignment could affect timelines.
Committee members raised concerns about winter weather and the need to get shelters installed quickly so riders do not have to stand exposed. Staff said the delays were partly caused by federal grant compliance requirements and by changes in vendor availability after an original manufacturer went out of business.
Members also discussed sidewalks on North Patrick. A councilmember said federal transit funds have been used previously to build sidewalks near bus stops and asked whether similar funding could be sought for North Patrick, where ditches and narrow shoulders present engineering challenges. Staff said JET and finance staff are working on next year’s action plan and would seek federal transit funding for pedestrian infrastructure where eligible; final funding availability and required local matching amounts are still being determined.
No formal motions were made on either topic; questions were recorded as part of other-business discussion and the committee proceeded to public comments and adjournment.
