Comal ISD board approves memorandum of understanding with Comal Education Foundation

The Comal Independent School District Board of Trustees unanimously approved a memorandum of understanding with the Comal Education Foundation on Thursday to formalize partnership, alignment and accountability between the district and the independent nonprofit.
Dr. Lisette Goodloe presented the MOU, describing the foundation as a 501(c)(3) organized under the Texas Business Organizations Code and authorized to receive and disburse gifts to benefit the district. The MOU creates a framework for collaboration, transparency in resource use, and opportunities to expand fundraising and community support for students and staff.
Board members praised the foundations recent trajectory and leadership and noted the foundations role amid fiscal pressures. Several trustees said the foundations alumni outreach and other initiatives are expanding support for district students.
A motion to approve the MOU passed 7-0.
The foundation and district staff will continue coordination under the terms of the memorandum; trustees indicated at the meeting that foundation activity will be reported back to the board through regular updates.
