The Lincoln City Council voted 6–0 on Sept. 29 to amend the municipal code to merge the Planning Department and the Building & Safety Department into a single unified Planning Department and to designate the planning director as the single director of the combined department.
During the discussion the chair proposed — and the council adopted — an amendment, supported by the city law department, to explicitly add Lincoln Municipal Code section 19.03.03 to the merger language to address the organization of the Bureau of Fire Prevention within the new structure. Council members said the change was intended to clarify department organization and preserve operational responsibilities for fire prevention functions.
Supporters said the reorganization aims to increase efficiency, improve customer service for development applications and better coordinate planning, permitting and inspections. Council members praised the city’s interagency collaboration and said they expected the consolidation to help streamline development review and strengthen coordination with private sector partners.
The council’s motion to adopt the ordinance with the amendment passed 6–0.
